2025 AGM Notes

The meeting was called to order at 19:07 by Dylan Morgan (Secretary), there being a quorum of ten members present (Appendix 1), along with six non-members.

Kyle Leitch (President) sent apologies for not being able to attend the meeting; consequently, Julia Poetschke (Vice President) was appointed to chair the meeting.

Julia welcomed the members and gave a land acknowledgement.

The 2025 AGM Agenda and the 2024 AGM Minutes were approved without objection.

Julia presented the President’s Report (Appendix 2).

Mike Tapp (Treasurer) presented:
  • Financial Report
  • Financial Statement for Fiscal Year ending December 31, 2024
  • Year-to-Date financial statements for 2025

There were no questions or discussion.

Ariane Larouche (Executive Director) thanked the outgoing directors.

Dylan reviewed the voting process.

Julia reviewed the current Board composition, and listed the candidates standing for election. Dylan asked for any additional nominations; there being no further nominations, the candidates introduced themselves (Lizzie Stone was introduced in absentia). There being no objections to any candidates, and there being fewer candidates than open positions, the following directors were elected:

  • Mike Tapp
  • Lizzie Stone
  • Kate Holbrook-Smith

The first resolution, concerning amendments to the Bylaws of the Society, was presented to the members. There being no questions or discussion, the resolution was presented for a vote, and was accepted with nine votes in favour. The bylaws, attached at Appendix 3, will be filed as the new bylaws of the association.

The second resolution was found to be moot, as the first resolution had passed and covered the same matter, and so was not presented to the members.

There being no further business the meeting was adjourned at 19:37.

Summary
  • Number consistent with previous years. MTB, Moto, Hike and Equestrian user groups all had dedicated trail days

Psychopath: Learning and Next Steps
  • Before moving onto other updates, I wanted to take a moment to address an important matter from earlier this year related to the Psychopath trail project. 
    • Due to a series of miscommunications unauthorized work took place on the old road bed sections in April 2025
    • This should not have happened. The PVTA take accountability for this, particularly given our shared responsibility to follow proper authorization processes with respect to Líl̓wat's Title and Rights.
    • As soon as we were made aware an action group was formed and two days later PVTA board and staff met on trail to review what occurred, offer insight and an apology with Líl̓wat Title & Rights, PWA, PORCA, SPCF. 
    • We’re moving forward with repairing the trail in collaboration with Lil’wat Title and Rights and a Lil’wat monitor
    • We’re committed to continuing these conversations and applying these learnings as we move forward as a community

  • The following recommendations were made:
    • Review by the Líl̓wat Referral Committee on their wishes for next steps
    • The write up of a full Work Proposal for review by the Trails Working Group
    • Co-ordination with the Líl̓wat Titel and Rights Department to determin suitable times for a field technician to be out on site while the final trail clean up is done
    • Developing a renewed protocol with the Trails Working Group and specifically the Líl̓wat Titel and Rights Department to strengthen and clarify our trail working processes going forward.
    • Created a new board role “Authorizations + Stakeholder Relationships” to strengthen our org focus

Accomplishments
16 kiosk maps installed in the community with 3 more yet to go up

  • Lower BSF and Indy 500 full, partial or no decommission
  • Signage designs updated for shared Horse/Hike/MTB trails
  • Trails Master Plan review

  • 5% of all membership fees go back to the Líl̓wat Recreation Department est. $700 for 2025
Summary
  • PORCA membership count is no longer included in the PVTA membership count. However this year PORCA still made a donation of $20 per membership back to the PVTA to directly support MTB trail work! 
  • Corporate membership up due to in-house Corporate membership drive project

Fundraising
Fundraising income generated to cover trail days, trail crew hrs. e.g. Trail day events, bike raffles.
  • 2025: $14,700 (Trail days: $3,600 + Bike Raffle $10,600 + Trail Expo Pancake Breakfast $500)
  • 2024: $4,920 (Trail days: $3,200 + Trail Expo Pancake Breakfast $500 + Fundraising event $1,220)

  • Look at installing a more beginner friendly drop on Crosstown Jumps
  • Re-work of the PVTA membership programme

  • Update our constitution
